EDIT: I have the opposite issue. I am constantly paired with players who plainly either refuse to engage in ANY gunfights, or who are totally oblivious of what they are doing. It is a chronic issue that has no solving, and a large impact on the enjoyment of the game.
IMO the lobby does not need to be balanced on the skill side, but the team needs to be somehow more balance. I mean it is ok placing a very strong team in a random lobby. It is not ok placing a very strong player with 2 very weak player, or a very weak player with 2 very strong players.
The way it's now is a lose-lose.

Stomping is boring, but when you play your rank is too hard?
If stomping is boring, and PUBS are boring, and your own rank is too hard, maybe next split you could try and float in diamond? just win a game and throw the next ones to remain in diamond 4.
Also when you say WE ARE ABLE TO GET BACK RELATIVELY QUICKLY after a split, does it mean you play with a team?
If that is the case, just play soloq for a change, I can guarantee you soloq in pubs will open up perspective that from the top you would never imagine existed! (just kidding). But yeah, pubs soloq will be way more random than with a premade.
