People push fights in the storm trying to get kills. PC players will not even do this. But console they do it all the time like pugs. Ranked is about position and not kills. The goal is to make Top 3...

Are you talking about diamond+ games on console? Because if not, then I must shatter your bubble: PC bronze-silver (+-gold) games go very similarly to what you describe.
Only in platinum+ you'll see a little more care about losing points (well since 3+ points cost for game is quite noticeable (and still the rank4 ppl that don't lose points are very glaring exceptions)). Don't expect ppl to tryhard in low ranks.
So are diamond+ console games really that bad? Or are you exaggerating?

I'm Platinum 1 atm and needed 36 RP, but ost 6 due to people pushing a storm to fight. However, it possible those people be like Gold Tier players. Diamonds are a little smarter but most Diamonds are really campers that I get as teammates. They will hide entire game despite having teammates who are capable of winning. Sometimes match maker gives me 1 or 2 Gold players. They don't care about RP, say racist things etc. I wish I can report and block them. PS4 can't report players and if you block team. There's a chance the match maker still puts them on your team.
Well, I'd say Diamond will feel much tougher, but that's only true if that's there are enough players queing to make a diamond-predator game. And, yes, get used to camping - it's the essence of highly competitive matches. Hold positions for long, then short burst of high action and then again hold position for long (you can blame wattson for that, I guess). Camping IS winning (assuming it's done right).
If golds and diamonds get mixed to the same games, then you really don't have enough players on your server (maybe that's console problem in general, but you could still try a different server)... In my games (PC EU), diamond games are strictly diamond+predator. The only platinums i've ever seen were teamed up with diamond (or predator). I've also seen just a handful of diamonds in platinum games.
PC players are more competetive thats just how it is
