Unobtainable Pass in Belgium

Hi there.

I was looking through the pass rewards for this season and I generally like it, but I fell so hard in love with the Cassette Closer Flatline skin.
It's my favourite assault rifle, so I thought "I'm literally going to buy the premium ultimate battlepass + whatever it's called just for this skin" until I saw I couldn't.

I live in Belgium and my government has imposed strict laws on gambling in video games in recent years, making buying loot boxes in most games virtually impossible.
The problem is, I don't even want to buy any loot boxes, I just wanted the more expensive battlepass, but there are loot boxes included in that purchase.

Because they're included and there's no version without them, I'm just unable to purchase it, and I'm not getting the skin I wanted to buy.

I know it says something along the lines of "Exclusivity period for these skin variants ends 1 year from the start of the Battle Pass" but I would prefer not waiting an entire year to be able to wait probably even longer just for a singular weapon skin.

Is there ever going to be a version of the other pass without the extra loot boxes? I would literally be willing to pay the same amount. I just want the Flatline skin.
