I won't argue with the meta argument, but I will say that, for me and the majority of players in the average ranges of skill and gameplay, buffs and nerfs that tilt the meta one way or another... they're pretty meaningless. If the 1% want their game mixed up with new stuff then great. Let 'em have it. Normal players will continue to play whatever they want and their success or failure won't hinge on a mag that has an extra bullet or a tactical with an extra three seconds of cool down. That's predator level stuff. Even the havoc, which everyone says is unstoppable this season, I almost never see in the field, and it doesn't seem any more lethal than before, either shooting it or being shot by it.
What makes the game less fun for me is that matchmaking continues to be based on some formula that involves skill but involves it very loosely or tangentially. Until matchmaking is re-designed to take play style and match goals into account then the results will continue to be pretty uninspiring.

I can not agree you saying gun balance does not effect majority of players. When I was new player I remember me trying to pick a gun that feels good for me. Even new players knows p2020 and mozambique suck after few games. I do think new players need to match with new players not get instantly into pred lobbys, but if you're out of rookie area you sometimes encounter them. There is no way you can fill pubs with 60 preds.
