Why is smurfing reportable under "cheating" when nobody gets banned for smurfing

Title says it all. Gold in season 16 is the biggest struggle I've ever seen since I've started this game back in season 2. It's like players make masters or diamond then start smurfing

@Yoko-Ono-U-Didnt A small difference that people don’t understand is that a low level account that’s good is not a Smurf.

A low level account that is trying to stay I low level lobbies to get easy kills is a Smurf.
