Why is smurfing reportable under "cheating" when nobody gets banned for smurfing

Title says it all. Gold in season 16 is the biggest struggle I've ever seen since I've started this game back in season 2. It's like players make masters or diamond then start smurfing

@Yoko-Ono-U-Didnt The reporting is a placebo, unless you can convince them to use hate language. They don't care about matchmaking or people abusing it.
