@ExpertEpic99 Well there are a few reasons.
#1. Not a movement Legend. Overly simple but most players (and the game itself) favors mobility.
#2. Not an aggressive Legend. Any Legend can be played aggressively but his kit is designed for defense.
#3. Big hitbox means he's punished for being out of position more.
#4. Finicky abilities. His tactical in particular will take a few tries to get used to and a while to master. Easier to just fly with Horizon.
#5. Seen as a support Legend. I don't play him so I can't confirm but I'd bet teammates always expect him to pull off BS revives and will scream at you if you don't. Being seen as the "support" character in any game is always frustrating.
He's a Legend with nice abilities but we all knew this community wouldn't take to him.

Because he's:
1. Boring2. Needs a team to work with...
...which you know is a negative in Apex's 'Team Based' game. Nobody works with a team. They take a character they can hold W/the forward stick position, run through the open, fire and then blame their team mates for not going with them. If funny, it's because it is true.
