Update – New occurrence of the same issue
I am experiencing the exact same problem again today.
After opening 30 Apex Packs, a server error occurred and the content was not delivered. This is identical to my previous issue (Case #238642027), which was confirmed as a bug but never fully resolved.
Support is currently asking me to wait for updates, but this is clearly a server-side issue affecting my account, not a general bug.
This has now happened twice, which suggests a recurring problem.
I am reporting this immediately and requesting a manual verification of the server transaction logs for both incidents.
If any EA staff or community manager could look into this, it would be greatly appreciated.

This issue is on our radar and we're currently looking into this due to a number of other reports as well, but fortunately the actual content is delivered when this takes place.
The contents of the packs are immediately added to your account as soon as you click to open the packs, even if the animation doesn't get a chance to play out. Getting a server error like this will prevent the new item notification from appearing however, so unfortunately this would require just checking through your Legends/Weapons to see which are actually new.
I'm somewhat limited in what can be seen and shared here so a full transaction log is not possible I'm afraid, but the items below were included in this batch of packs all opened at the same time and would be good to double-check that they're available on your end as well. Sorry you weren't able to see the pack openings playing out as they normally do and thanks for hanging in there in the meantime.
