I linked my Apex Legends account to Steam back in 2021, but when I logged in recently, I found that many items were missing, including legends, heirlooms, skins, badges, and other progress. Could you please help me recover my account data? For example, I have the max-level badge for Season 14 Battle Pass, but all my skins are gone. I have the payment records from that time to prove that I did not link to the wrong account.

I can understand you believe this to be the original account, but this EA account was not even created at the time you've mentioned last playing.
It could certainly be the same Steam account, however your progress is not stored on Steam, it is stored on the EA account level. If you link the same Steam account you've used in the past to a new EA account, your progress does not transfer - it will be lost. That's what happened here.
You'll instead see the content from progress made on this EA account, which is why you're still seeing a few items. If you're trying to access the old progress, you'll need to locate and re-link Steam to the old EA account.

thank you for replying to my message first of all. I am certain this is my original account, as I previously played on the Origin platform and linked it to my Steam account there. However, after logging in this time, most of my items are missing, including two Heirlooms, though some progress remains, such as my Season 14 rank badge and the final reward skin from the Battle Pass. For this reason, I would really appreciate it if you could look into this issue further for me.

If you played back in 2021, it would have been on a different EA account. The one you're currently posting from was not even created at the time.
Your progress is stored at the EA account level, so if you're now missing progress, the only way to try recovering that would be re-linking your Steam account to the original EA account where that progress was first made.
