I have figured out my specific issue (Or at least mine is working after making this change). So at some point Windows decided to enable "Auto HDR" or the setting that converts SDR content into HDR, and for some reason that appeared to be crashing my game. I can't confirm 100% that this was the issue, but once I disabled that feature, my game now reliably starts up.

I have checked if I have the "auto hdr" settings enable but no.
But I have an hdr screen and I have activate the hdr settings. I will try without the hdr to see if it crash.
Do you have the hdr settings on ?I disabled HDR on my monitor as well, (mostly because it’s bad), but I wouldn’t think it would impact the game, but disabling it is worth a try.
