I have read the link and tried every option. I have even tried doing the full initialize where I reinstalled the latest PS4 Software updates..(ofcourse I uploaded my save files)
Option1: Delete the content from Home Screen > Restart the system > Re-download the content from the Library.
Option 2: If the error occurs again, review your local network settings. You can try change to a static IP(have not done this) and/or change your DNS server connection (I used the Google DNS Server connection from the link you gave me).
Option 3: If the error occurs again there may be an issue with the PS4's hard drive (HDD). If you're using the original HDD, Go to [Settings] > [Initialization] > [Initialize PS4] and try the PS4 initialization. If you have previously changed the HDD, try using the original HDD.Option 4: Full Initialize PS4.. (PS4 reinstallation of PS4 Software from safemode)
I am really out of options now. Also, I can freely reinstall all my games without any error. Its only this game, Apex Legends where I cannot Install it till the end. The installation stops at around 48% or 80%. How can I play this game again? I am very frustrated now and might quit playing this game forever which makes me sad.
Situation is always like this. Initial Installation of the game goes smoothly. From the update, it stops at 22GB download. When I go to the game, I can play for like 2mins. And you can see from the 2nd picture theres a loading bar from Apex Lobby where it says "HD Texture Downloading.. 48%".. then when I try to play it says the quality is downgraded or something because I have not completely downloaded the game.. then the error pops up and the game crashes.. CE-36244-9
Please help me.

I has been happeneing to me too since I first tried to install the game on 3/30/20. I think it is whatever update they have for ps4 that they need to fix. Anybody who doesnt already have the game cant download it because of whatever update that they have. I tried everything you have. and I have downloaded plenty of other games after. It's not your system, it is the game itself.

Having this same issue. Tried reinstalling, full initialization, rebuilding database, cleaning out the PlayStation, setting static IP, and all other troubleshooting steps short of replacing the hard drive. Pretty convinced this is a game issue and not hardware issue.

any updates? I’ve also done everything and it is still the same. I fully initialized my Ps4 for the 3rd time and downloaded apex in my library as soon as the initialization was done and still, the error code still pops up whenever the download is at 23 GB.
