APEX LEGENDS - JAVELIN ANTICHEAT 0XC0000409/ GAMESERVICELAUNCHER CRASH

I can't launch Apex Legends through Steam because EA Javelin AntiCheat crashes before the game starts. The error says Javelin AntiCheat is missing or not installed correctly. I've already tried reinstalling Apex, verifying the Steam files, and reinstalling Javelin AntiCheat.
