This seems more like it randomly didn't install falsely this time than the HDD actually being a solution.
Also, what if you just don't have the extra space on another drive? :/ This still requires a patch or something.

Had the issue still on my HDD until i had to revert back drivers, restarted comp and verified files once more.
the best i can tell you is try to make space if possible or try other steps but alot of people are having this issue. so hopefully a patch comes out to help fix this
I'm having the same issue with rtx 2080 16 gigs ram 8 g vram drivers all up to date and did full reinstall as well as tried fixing drivers. Does the game run on dx 12 ? ive had issues with that before
