It's an nvidia driver issue; the temporary fix, until new drivers are released, is to uninstall your current set and install version 417.71
-Use Display Driver Uninstaller to remove (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html)
(It will ask you to do it in safe mode, if you're on Windows 10 shift click on restart and choose advanced options on the blue menu, and then boot options, and then when it reboots click on safe mode)
-Install 417.71 (https://www.nvidia.com/Download/driverResults.aspx/141906/en-us)

Current drivers are borked. Found this out the 2nd day after release. Do this and wait for new drivers past the February 4th drivers.
