Try rebooting your network and power cycle the console. If these steps below don't work, it sounds like you might need to make a slight configuration to your DNS. See this post: https://answers.ea.com/t5/Technical-Issues/Apex-Legends-Stuck-on-the-loading-screen-PS4/m-p/8164085/highlight/true#M50303
Reboot the power to the modem/router
- Unplug the power cable from your modem/router for 5-10 minutes to refresh the network.
PS4:
Power Cycle
- Touch the power button on the front of the PS4 for at least 7 seconds (until the system beeps twice).
- Turn it back on after 1 minute. Launch the game.
