The system specs you listed here should be ok, so I'd definitely suggest going through this article for some additional troubleshooting:

In particular I'd check to be sure your drivers are up to date as that could cause some of the issues you're seeing. If they are currently updated it may be worth a clean uninstall and reinstall of the drivers to be sure there weren't any related issues in the recent update.
While you mention not seeing any spikes in your ping or symbols indicating a connection problem, a lot of the symptoms you're calling out here are pretty common signs of connection issues so it may still be worth going through the steps here just to be safe:

Thanks for Awnsering my question. Unfortunately, i didn't find the solution i was looking for on the links you attached to your post. However, i have updated my Graphics card Driver to the newest to see if it resolves the issue, but badly it didn't. I followed the steps for an DxDiag file and im going to send it here now. Hopefully, something can be found and i can resolve this issue. To add more, to the problem i have, it is that the graphics dont load correctly and are blurried from time to time, that im still being teleported sometimes, (However, i checked it and its not due to my internet connection.) and when starting up the game, the Fps is very low 8-40 and is struggling until it goes up to the targeted frame rate and stays there. Also, due to the games Fps being not targeted before, i am using RivaTuner Statistic Servers to target the frame rate, since although i downloaded it over steam, the command i inputted didnt work.

Thanks for attaching that info @BobitsApex.
There are a number of Windows errors showing up here, so it may help to run the System File Checker tool and be sure you don't have any Windows updates pending afterwards.
Going through a Clean Boot after that can help make sure no other programs are conflicting and causing the issue as well, so that would be the other step to try in this case.
