The same problem.
I played the game for 60 hours in the first month after release. The game wasn't even installed since then. I re-downloaded it again today for Season 2 and received the Unable to connect to EA servers error. Retried 5 times, and nothing. Text below the error says my ping to Frankfurt is 16ms with 0 packet lost. Pings to Apex servers within my region are all well below 30ms. How is it possible that pings work, but still can't connect to EA servers???
This happens on both PS4 and PC. Other online games that I tried today work fine... including Battlefield 3,4, Battlefront 2 or Division 2 for example. So the problem is not on my side.
And I don't use IPV6. I have it disabled directly on router.

OK, I've found a temporary fix for my problem. In my case, there seems to be an issue with local DNS server. It looks like some server names, that are used by Apex/EA, don't get translated correctly. Which is totally weird and I have never seen such behavior. DNS server usually works fine or not at all. That's why it was so hard do diagnose.
So the fix was simple, I've switched DNS servers. You can try this easily, just replace your primary/secondary DNS servers with Google's public DNS, which is 8.8.8.8, that should fix it, if it's the same issue as I had.
