Sorry for the confusion here. The message is letting you know that the EA account has already been connected to another Xbox account, not necessarily that it's still currently linked as you've found.
The reason that's popping up is because you're only able to link a single account from each platform to your EA account. You would be able to re-link the previous Xbox account, but you wouldn't be able to link a different account here to share/transfer progress I'm afraid.

When you link accounts, it creates a lifetime link to protect you from malicious activity and help prevent performance issues in your games.
You can unlink your platform accounts from your EA Account if you want to link them to a different EA Account, as long as that EA Account has never had the same account type linked to it before in its lifetime.
That means if you unlink an Xbox gamertag from your EA Account, you can’t link a different Xbox gamertag to it in the future.
hey so on a un related topic when i try to sync my xbox account to my EA account to use the EA play feature with gamepass it says i already synced it to a different account when i dont have any other accounts, can you help me find out why? Thanks!

If you're trying to link your Xbox account and are seeing a message that says it's already linked, it typically means that EA account had a different Xbox linked previously.
You would need to link your Xbox to an EA account that's never been linked to a different Xbox account, as each can only be linked to a single other account from each platform.
