Every time I die, my screen gets blurry and covered with blue and black lines that go left and right. I'll be on the spectator tab and see everything with those lines, but if I go to any other tab it gets rid of everything except the view and the lines

What platform do you play on? And could you share a screenshot of what you're seeing, exactly?
I'm getting the same issues, it happened after the "rank level up" screen popped up, it's been showing this since and sometimes absolutely nothing. I'm on PC. It's affecting consoles too though as my buddy is having the same issues.
