Cannot communicate using SSL

I don’t know why when I load up my game it gives me an error saying “cannot communicate using SSL” how can I get passed this? Out of all the years playing this is the first time I received this error...

Constantly getting this code during login in to the game.

ERROR: 0x00000023

SSLError: 0x00000000

SSL connect error

I have uninstalled / reinstalled the game. Hard reset of internet. Went through and reviewed the updated user agreement and all. Nothing I am finding is helping. Please if anyone has a work around. Please let me know.
