Connection to server timed out (code:leaf)

Before I start I tried other multiplayer games and my internet connection was fine.

This has happened in the past 2 days as far as I am aware:

Every time I join the game, I can queue up, I go to legend selection page and then everything freezes, then I get kicked out and I get code wheel error. If I click on connect again, it goes initializing and then code leaf appears. Then If I reclick I can go in the game, queue up, legend selection, page freezes, and the same story goes on.

I tried 2 different VPNs, I tried playing without any VPN, I tried changing servers, all the same. I cannot play the game at all.

I tried something else, I plugged my phone to my pc. First I tried  mobile data which is the same brand as my modem and I couldn't play again, code wheel again. Then I used another mobile data instead of my usual internet. And I could play. But this other provider is really slow and bad and it is impossible to play an online game really.

I need to know is it possible apex legend servers refuses to answer to my internet service provider? It is very strange because even with VPN it does not work. Please someone help me find out what is going on, I don't understand. 

I have heard people are facing the same issue. Is it a region thing? Like India or middle east?
