Have you tried clearing your game cache and or repairing the game files/reinstalling Apex? This might help.
Maybe try repairing/reinstalling DX12 or reverting to DX11.
Let me know which of my suggestions if any fix your problem so that I might be able to help others in a similar situation.

I have tried repairing game files and reinstalling but not deleting the game cache. I’ll try that next.
How would I go about disabling dx12 if I can’t open the game to change the setting? (I’m fairly certain if I use a different device the settings don’t carry over)
another thing I’m looking into is how steam uninstalls work. The game stays in your library afterwards so you can conveniently reinstall. Maybe there’s another step to getting a proper reinstall.

when you de-install the game on steam it is de-installed that it remains in your library is just a marker of sorts for the games you have bought and or free to play games you have added to the library in the past. This is for your own future reference incase you decide to de-install and then later re-install or if you get a new PC that they are still in your library ready for you to install on the new device.
Still hoping you get this figured out.

Clearing game cache on steam didn't fix it. I tried allowing both versions as well as easy anticheat through my firewall, also not it.
I'm looking into dx12 right now but I don't want to go through messing with it if I don't have to. I ran dxdiag and didn't come up with any errors so I think it's ok.
Another game I play(Overwatch) crashes too and gives me an error message that says something like: "Overwatch has crashed in the graphics driver" However this only started after I updated the driver in an effort to fix apex. The apex crashing was happening on both of the driver versions. Also when Overwatch crashes it isn't a hard crash like apex, it only happens once and the game works after.

Update: I have now gone through EA and Microsoft support. EA linked me to a couple articles that didn't have a solution and told me to reach out to Microsoft support if the issue persists. I did a number of things with Microsoft and went as far as a fresh install of windows. I'm still unable to play the game.
I also made a ticket with Nvidia support who are yet to reply.
I went back to my email with EA support and asked for more comprehensive help and really hope they can continue to help me. I don't know who else to ask at this point so I'm going to look into posting on reddit and twitter.(Can anyone recommend a subreddit?)
I'm currently downloading the game on the EA app, if it works then maybe it an issue with Steam.
