Cross Progression Didn't Go Through?

All accounts should have Cross Progression active at this point.
If you're not seeing content from a particular account, that typically means it was unlinked from a different EA account where that progress was first earned.
Your content/progress on an account is stored at the EA account level rather than individual platforms, so if you had unlinked your Xbox account from one EA account to link it to the EA account with your Steam, that would not transfer any of your items.
Those would still be on the original EA account where that Xbox was first linked. If you're trying to restore any lost progress, you would need to link the Xbox account back to its original EA account to try recovering that. There would not be a way to combine progress that was earned on two separate EA accounts.
