Very strange you have to go to offline mode and make network adjustments in order to play. Can you attach a DxDiag for us?

Have you tried disabling Nvidia Shadowplay or uninstalled the GeForce Experience to see if it works on your PC? Uninstalling these programs is not a universal fix but helps some players out.
