Enemies are moving suck that it is impossible to hit

I have played about 3500 hours now and practising aimlabs for about the same amount so my aim is very good and i am fast accordint to aimlabs stats. I can hit sound detection task to top-1 80% of the time on aimlabs with easy so my reflexes are well, very good or even excellent. 

Question: Why i an not hitting anything on Apex this season? Lets imagine a spot where there is a long ramp and I am high ground and someone is running up and I am up there waiting with 30-30. Basically what i see through my 2x is that the guys is moving irrationally all over the place an same time shooting me and runnin up the ramp. Basically that should be the easieast way to get that guy killed as I have all the advanteges but no. I can not hit a single bullet because the moment i shoot the opponent does an irratic move to some weird way so that it should be even possible with the momentum he/she has.

What is wrong? It the servers like 2fps or is the game just saying to me uninstall and never come back? What can I do to get a guy killed on Apex on season 20 on the most easiet possible spot there should be?

Also its so strange then when i see a blink of an enemy using sniper I am 100% sure that i'll he/she will get me headshotted so basically the way to even survive in the game i just have to stay behind cover 100% time and but if i would like to play hide and seek i would do that with my kids. 

What is wrong with Apex, me, my hardware or something that I cant even imagine...?
