All previous threads regarding this error are partially wrong.
If you encounter this setup/install error, it's most likely not due to the DirectX files being corrupted or a missmatch.
I am talking about this error:
"Error: A redistributable package (DirectX) was not installed successfully. Setup cannot continue".
If you're stuck at 99% and the setup/install fails, exit Origin.
Now browse for the game install directory (default: C:/Program Files (x86)/Origin/Games) and find a .log file called "InstallLog" or something similar.
Check the final lines of text...
If the directX file was installed successfully, you should see that in previous lines, with a confirmation that the dxsetup.exe was installed successfully.
The error is contained in the last piece of text, and it has to do with the :
\Origin\Games\Apex\__Installer\vc\vc2010sp1\redist\vcredist_x64
file.
In order to fix it, run that file (as administrator, optional). If you get the option to repair the package, do it... If it asks you to do something else, even uninstall, do it and run the file again to reinstall.
After doing this manually, log back into Origin and let it verify the files once again. It might download something, if you deleted the directx cab files previously, but after all the check-ups, it will 100% complete the game install.

PS1: Don't forget to run the training sequence in the game, it's fast and easy to adjust, and also a quick way to tweak the mouse sensitivity, ADS input, key bindings, audio, etc.
PS2: The installlog file got deleted after install, so I couldn't take a screenshot with its content, but I'm sure someone can post a screenie of it.
