Currently facing the same issue,
Attempted with command and without, factory defaulting gpu to normal so it isn't over or under clocking, as well as removing all possible overlays.
I also noted my gpu is only being used around 1-5% when in menu screen and loading in as well as outside of the game. I haven't had the chance to test other games yet.
Were you able to find a suitable fix?
