After hours a EA tech had a genius idea, and it works.

The tech had me delete apex and ea, re install ea and then apex and indeed it did work. I also found that it fixed my steam apex as well, though you need to let steam reinstall the services that were stopped. Once your game is working, you can go in and one at a time re enable your services and background junk until you find the culprit.

Basically you are turning off everything but windows junk upon clean boot.

But... it works.
