FPS capped to 60

Hey guys,

Recently come across an issue where my fps is capping at 60 in game. Previously I would be sitting around 220-240 but after the recent update, its been capped to 60 for some reason and I cant seem to find a solution. the +fps_max 0 (or unlimited) launch options don't seem to work anymore so I really need some help. My game use to be so smooth but now it just doesnt feel the same as before. 

- All drivers are up to date

- monitor refresh rate 165hz

- tried both the vsync on and off methods

Nothing works.
