Heirloom shards do drop after 500 packs have been opened. If you still haven't received any then you most likely just haven't opened the correct number of packs.
Also, the drop rate for getting shards out of a pack is always the same. It's very rare (less than 1% chance), and your account level has nothing to do with the odds of getting an heirloom./Kent
