Freezing and extremely low fps in final circles

I'm having this problem where in the final couple circles my entire game drops my frames to less than 10fps and it only goes away once I restart the game. Has anyone had this problem or know of a solution? I've tried toggling every video setting in the game and none of it has worked. This ONLY happens in the final 2 circles and will keep happening afterward if I don't restart or stop the game from steam and reconnect to the game.
