Downgrade your Nvidia driver to 417.71
This is seems to be a common problem. A lot of people had the same issu and this method worked for me too.
btw I'm running 4770k 4.1GHz+RTX2070 and my frame rate is around 130-160 with low settings. GPU and CPU usage is prettymuch 90% the entire time so I guess its just that this game eats up as much power as it has. I might have to upgrade my cpu to get a more stable framerate.
Downgrading to 417.71 didn't seem to work for me :/ I've downgraded to a couple other previous builds too without much luck.
