Sorry to hear that the game hasn't been launching as expected.
Are you seeing the CE-108255-1 error message by any chance? If so, some players have found the following workaround to be helpful:
- Go to PS4 Settings > Application Saved Data Management
- Select Saved Data in System Storage
- Choose Apex Legends
- Delete those files
