I Had the EXACT same problem with both of my older GPUs. I ran Apex during S17 and S18 on my GTX 660 just fine, but after I switched to a PC with more RAM, I got the same error. I spent days going into every fix available and the most that I can tell you is that it has to do something with Apex somehow 'digitally unplugging' your GPU, if this is the same problem that is.
I tried both AMD and NVIDIA GPUs and I think it might have something to do with the motherboard and/or storage.
regardless, IDRK what the exact problem is, and you'll just have to try: compatibility mode, DPI settings, Disabling the XBOX game overlay, RGB apps etc.
Also, when I had this problem, it was on launch, and after the EXACT same error message, my game would crash. (the intro animation would just be a black screen with glitchy sfx). But if your error happens during gameplay, then try checking your storage. In the past this problem has been due to FAILING STORAGE, whether HDD or SSD.
TL; DR
Try a new SSD/HDD, and if that doesn't work, repeat the steps you tried in your post for the new/different drive.
