Game no work :(

Recently, Apex Legends has slowed to a crawl (less than 1 fps, unresponsive ui) on my setup rtx 4070, ryzen7 5800x3d. I launch from steam which is launching other games fine, gpu-z shows less than 10% gpu load. Task manager shows plenty of free memory and less than 30% cpu load. Avatar: Frontiers of Pandora runs fine on the same hardware, pushing the gpu to 200 Watts and giving me ~100 fps.

None of my games except for apex are having this problem. On launch, server latency is about 15ms, but after game starts to crawl goes above 1s :(. It broke a few weeks before season 29, I thought it would go away with the new season but it did not.
