When you have a chance could you try starting up your PC in a Clean Boot to see if that helps at all? If there's something else running on the PC that could be causing this error that may help to get around it.

@EA_KentI did this last night while talking to support and it still gave me error 29. I also tried clearing origin cache, flushing DNS. It's not my network because it launches fine on another machine with same anti virus. It's something to do with the fact that I uninstalled and reinstalled I just don't know how to get it working
