Does it take a long time for the HD texture pack to download on the playstation 4?

Mine has been at 31 for 45mins
i do have 150mbs internet, Ryzen 7,and a gtx 1070ti
it hasnt gotten up one percent in like half an hour
Im having the same problem on PC
Its stuck at 31
- does the hd texture pack download atomatically? or do i have to downloads as well as the game? im on pc?
PFFFT. i have 3.2mbs internet ;w;
