My language settings are Dutch so I had the same issue.
I fixed this by setting my xbox language to English and rebooting. After this Apex Legends will offer to download the English language pack. After this has installed and you have tested it, you can shut down the game and set your xbox language back to whatever you normally use and the English UI should remain in place.
Tested by me on Xbox1X in The Netherlands. You may need to do this on every Xbox you use, I needed to do this twice.

Hi i have change The region to Dallas oregon and al english places but its still german language. Help help help please

I have the same issue, and it wont download the language pack after i have changed the language to english.
This is not working for me still in german. I love this game but this needs a fix for the dutch fans thanks
Why not give it us as an option to download what language we want in the store?
