Same problem here, changing region doesnt even help!!!
Put your location on english and it will fix the problem

- Worked. Make sure you change every setting to english not just language. Then when you relaunch Apex you will have the choice of downloading the english resource pack for 800-900mb. And then its fine. Quick temporary fix. You can change languahe back after downloading that pack!
