Can you check if everything is up-to-date?
It looks like your GPU is not running the latest drivers (if you can update select a clean install).
Did you change any settings in the files or did you only change the settings in the in-game menu?
Thanks for getting back to me Zeel, I updated the GPU drivers, and restored the settings on Apex legends to default (restore default), and going into game still only resulted in about 15 fps, i'll post an updated DxDiag file for you.
*I did change both settings in game, and then proceeded to change setting outside of the game via config file, only changing the 'shadows enabled' option in the file.

Thanks for the information, let's dive deeper into the troubleshooting then.
Now that I think about it, your intel chip (CPU) has integrated Processor Graphics.
Can you check it Apex is using your GPU?
Go to your desktop and right-click where there are no icons.
Then select NVIDIA Control Panel and a new window will pop-up.
You see a tab 3D settings, click here on Manage 3D settings.
Then select Program settings and you will see a drop-down menu.
Find Apex legends in this list, if it's not in the list, go to the installation folder and copy the address of the program called r5apex.exe.
Now that is selected, scroll down in the list of options until you see OpenGL rendering GPU.
Now select your 1080 MaxQ and that should be done.

Now test again and let me know if this was the issue.
The settings were already set to this before hand but i've attempted to restore defaults and then change it agagin back to GTX 1080 OpenGL Rendering, and No changes have been made to the performance.
*I would also like to note that during the loading screen phase it's performance is around 1800fps, but once into the screen itself it's very unstable in terms of fps, ranging all the way from 15fps to 90fps.
**But in game its almost always a constant 20fps.
