Sorry for the disappointment with this. To clarify, progress is stored at the EA account level, rather than individual platforms. Cross Progression allows you to access the content on an EA account with any platform connected to that same account, not merge progress from separate EA accounts entirely.
This is actually the same exact way it works with Overwatch according to their very own articles and is pretty standard in general, see:
Blizzard games featuring Cross-Progression store your progress on your Battle.net account, not your Console account.
Once linked to a Battle.net account, progress from a console account cannot be merged to a different Battle.net.
It looks like your Xbox was previously linked to a different EA account, which is why you're not seeing that content show up. You'll need to re-link that to the original EA account where that content was initially earned to try restoring the progress.
You can reach out to support directly for more assistance with this if you're unable to re-link the accounts for whatever reason.
Stats and badges work differently than your other content I'm afraid, as mentioned in our original announcement. Stats are not merged, so you'll have the stats from your primary (highest level) account.
In this case, it looks like your Xbox account was a lower level which is why the PC was selected as the primary account. Your cosmetics would not be affected by this and should be merged correctly as both accounts have remained attached to the same EA account.
Please see below regarding the badges as this is something we're actively looking into:
Some badges from Apex Legends’ earlier seasons previously earned on a non-primary account (an account that wasn’t the highest level at the time of Cross Progression) may not have been merged into the new Cross Progression enabled account which will be used going forward.
If these badges can be earned again through future gameplay, that is the only way to reacquire these badges.
For badges that cannot be obtained again due to their nature - e.g. a badge awarded for completing a former season’s Battle Pass or achieving a particular rank in an old season - Respawn continues to investigate returning these badges to affected users in the future.
We will communicate further about this investigation and its outcome at a later date.
@EA_MakoWell it's pretty clearly not because I didn't use my Xbox account for my Overwatch 1/2 on PC, since I didn't even know that was a thing. I connected my Xbox account to my Overwatch PC account, and I received every single cosmetic I'd earned in the 7 years of playing it. Same for Fortnite. Yours on the other hand? An absolute letdown, as with pretty much everything in Apex. It is funny that you say it's stored on the EA account itself, and not the platforms, because when I linked my Steam to my Xbox's EA account, everything was actually reset to level 1 - leaving me with even less than what I had when I first had an issue with cross-progression. This entire thing has been a whole lot of hype, and no follow-through. Do better in the future, please. What this means for me? Not only did I not receive a thing from my Xbox account, I've lost access to my battlepass that I spent money on, I've lost anything I've earned on PC, meaning I'm level 1, no stats, skins, currencies, nothing. Best part about it? I have to wait 5 months to relink anything because EA knows what they're doing. Also, if you read the articles, Overwatch does indeed say that you merge console and Battle.net accounts, indicating they are 2 different accounts that you can still merge together - which corroborates my experience. You just did it wrong. Simple. The article is also saying that after the progress from a Console account has been connected to a Battle.net account (note how they use different terminologies because they're not one in the same? Stay with me) you may not switch the connected account and then receive the progress from the Console account.

Sounds like there is some confusion here. If you swap the words Battle.net account for EA account, this is exactly how it works here as well.
Using your quote, "After the progress from a Console account has been connected to an EA account you may not switch the connected account and then receive the progress from the Console account."
This is the exact situation you've found yourself in. Your console account (Xbox) was already connected to one EA account. That EA account is where your progress is stored.
So your progress from a console account (Xbox) has been connected to an EA account (the previous EA account). Because of that, you may not switch the connected account and receive the progress from the console account on another EA account. Your progress is still back on the original EA account.
If your recent Steam link was to this same EA account as well that would be why everything was level 1 - it was not linked to the EA account where that progress was stored.
In your situation, you'll need to unlink the Xbox account from this EA account and re-link it to the prior EA account instead. If you're wanting to access that content on PC, you'd just need to link your Steam profile to that EA account as well rather than this one.

@EA_Mako hi, i re-linked my xbox account back to the original ea account but the skins and all that didn't appear, is this something we are gonna have to wait to get fixed or is there something we can do about it?

- 2 years ago@EA_Mako If that EA account is where the progress is stored, where's the progress? I've connected my Steam to said EA account, and absolutely everything is gone. Level 1. No cosmetics, nothing. I have less than what I started with on this Steam account. My progress is NOT there. This account I at least had the battlepass and some levels so I could play ranked. I now have none of that on the new one, and I can't contact support directly because there's no option to do so. I've tried doing this many times and I get no option to speak to support - I get told to go look at some more forums.
