It won't finish loading on the TITLE screen.

I just installed APEX for the first time on this PC.
It won't finish loading on the TITLE screen.
It happens in both EAapp and STEAM!
What can I do about it?

OS:Win11 pro
CPU:i9 13900K
GPU:Onboard
