The message you're seeing doesn't necessarily mean that account is currently connected, but rather that specific Steam and EA account were connected previously, so you would not be able to link a different Steam account to this same EA account.
As you mentioned, you are only able to link a single account from each platform to your EA account over its lifetime.
If you're trying to re-link the same account and run into any trouble, please contact support so they can take a look.
