I dunno if you tried this yet but it worked for me. If you have an Nvidia GPU -
1. Install LATEST drivers for GPU
2. Open Nvidia Control Panel - 3d Options - turn shader cache OFF, click apply
3. Turn shader cache BACK ON, click apply
4. Restart cpu - run apex, let it compile the shaders one last time.
I did that and haven't had any problems at all - the game runs better than ever before, I couldn't believe it was a driver issue.

Yea i've done these steps like 10 times now, since 2 days ago, it fixes it temporarily then randomly boom back to the same screen. Honestly does my head in
