Locked at 60 FPS after patch update Normally 165

Since Tuesday's update my game is locked into 60 frames each time I run it. The only way to fix it this repairing game files or reinstalling the game. I don't know what's going on and need help tracking down this bug.

I run 165 FPS on a 3080 TI, but since yesterday each time I open the game I'm capped at 60  FPS.  

Its not my nvdia settings nor my monitor. I've triple checked my settings, reinstalled the game yesterday, reinstalled my drivers and haven't even changed anything for this to happen. 

It was 165 last night and upon turning it on today, 60 FPS. 

Please help!

    @KissOfDeathTV I've never seen that occur unless you have V-sync on somewhere. Or you could also have a frame-rate limit option somewhere else. Other than that you can go into launch options in Steam or Origin for the game and type "+fps_max X" replace X with "unlimited" so it's uncapped (may cause the game to stutter) or set a specified number.
