my fps is capped

My game is capped to my monitor refresh rate and yes vsync is off in both nvcp and game,g sync is off,no software limiter,but weird enough when i delete the video config and run the game my fps is uncapped but the next time i run it its capped again until i delete the video config again i just dont understand why and yes i have the fps max launch command
