Today I tried duos 11 times, and I only got a team mate in 2 of the attempts.
Not ideal if you would rather have a team mate and being forced to play Solo 82% of the time.

The Apex Legends team did mention they are looking into some issues with the "no fill" options. This might be related to what you've been seeing as well.

I'm afraid I haven't heard any details on when it might be fixed. It has been added to the Apex Tracker, so that's a good place to watch for updates.
