I have been playing apex for a bout 5 years, and am level 640 and have still gotten no heirloom. I have even purchased apex packs in hopes of getting one yet still no heirloom. I am 100% sure that I have opened even more than 640 packs yet am still hopeless.

Usually in cases like this the player's miscounted how many packs and haven't hit the 500 pack limit yet. If you're level 640, I believe that you should have gotten 214 packs from levelling, which means you'd need another 286 packs from other sources (Or 426 packs if your 640 packs number is to be believed).
