@SodapoofPing never can be reduced in the OS "or fixed"
Its always related to your isp and the datacenter your connected to, and how good and healty the datacenters are. Maybe tweaking some router settings can make it better but I doubt it.
Try to update modem firmware

@dynam1ck i see, i'll try calling my ISP hopefully they can figure out the problem. Thanks for the advice.
Can't seem to find the option to update modem's firmware, i believe its done automatically

@Sodapoof Let us know if anything changes after reaching out to them, If it cost you for steps like the static IP I'd avoid those for now.
To strictly say the issue lies with your ISP may not be accurate as some hopes to datacenters may not be controlled by your ISP, but reaching out to them if one is not working properly should help get the issue resolved.
