I've had similar issues, I don't have packet loss, but my ping will be 100ms more than it should be to servers that I've had the same 20ms ping to for 4 years with no issues. These last few seasons, it's just been getting worse and more often that I'll randomly have high ping or packet loss from match to match with no obvious pattern. I've seen many others with these issues on this board, but apparently it's just an Apex server issue and we can't do anything about it except complain till Respawn actually does something to fix it.
